MobiSAM (Mobile Social Accountability and Monitoring) is a mobile application and web, Whatsapp and Facebook platform that connects Grahamstown/Makana residents in the Eastern Cape to their local municipality.

The platform receives reports from citizens and passes the reports to the Makana Municipality. MobiSAM then tracks what response municipal officials have made. Between March 2017 when the latest version of the platform launched and September 2018, MobiSAM had received 993 reports. By then, only about 14% of the 993 reports had been resolved and less than 3% of the reports were Closed with reporters happy with the response to a report.
