Session Overview
This session, jointly hosted by PSAM and the French Embassy, aims to foreground the role of the Open Government Partnership (OGP) in supporting improved governance outcomes through citizen participation and transparency of data and governance processes. In addition to drawing on best practices in open government in general and OGP in particular, the session will surface concrete, practical ways in which open data and open government initiatives can complement meaningful reform. This collaborative and focussed session will knit debates and practices of open data and the OGP together, drawing lessons and action steps that could support sustainable implementation of OGP projects/initiatives. How has co-creation strengthened inclusion and public participation at the local government level? How can we apply these lessons to deepen participation in the Integrated Development Plan (IDP) in South Africa?
Particular areas of emphasis will include city-level interventions, public participation mechanisms and challenges faced by open government reformers. The session will draw on experiences and expertise from local government interventions in France, francophone Africa and South Africa. Expected attendees include local government officials, open data practitioners, the OGP Interim Steering Committee, open data practitioners and anyone interested in enhancing inclusive, participatory local governance.
Session Objectives
- To present (and reflect on) impactful practice examples of OGP using French case studies
- To discuss the relevance of supporting open data with OGP stakeholders, including local government officials and partners
- To explore and determine what are some of the emerging interests related to OGP work in Africa and South Africa.
- To set an agenda – actionable steps to take forward in our work and practices
Discussion/ Action Items
- To inform the existing OGP agenda for South Africa using lessons and reflections from experts, practitioners and prospective partners
- To create links between current OGP Local pioneer in South Africa and key stakeholders (allies and prospective collaborators)
- To raise the visibility of the Open Government Partnership in South Africa amongst multiple stakeholders (government and civic actors)
- To convene OGP reformers supported by the French Embassy
