Pierre SchoonraadCentre for Public Service Innovation - Chief Director: Research and Development
Pierre is leading research into service delivery challenges and finding or developing new solutions to address these challenges working with departments across government. His work includes anticipating future challenges and explore strategic opportunities. He previously served as Director: Research at the Department of Public Service and Administration where he initiated, for Cabinet, a programme to investigate the capacity of the state to deliver on government’s priority programmes. Before joining the Public Service in 2004, he conducted action research in urban informal settlements focussed on finding innovative solutions for poverty-related challenges. He researched and developed, solutions for diverse challenges such as energy efficiency in low-cost housing, job-creation and combatting air pollution.
Pierre has worked closely with the UNDP to expand Strategic Foresight in provincial long-term planning (to achieve the SDGs) and expanding the initiative into Southern Africa. This initiative culminated in a joint Foresight Training programme (with UNESCO, the OECD, the UNDP and the School of International Futures) at the High-Level Political Forum on the SDGs. He further served in 2017 and 2018 on the adjudication panel of the UNDP Innovation Facility’s annual Call for Innovations and served as peer the reviewer of the OECD’s Review of Brazil’s Public Sector Innovation System.
He is the National Contact Point of the OECD’s Observatory of Public Sector Innovation. He worked at SADC and African Union levels on programmes to entrench innovation in the public sector.
