Halfdan Lynge-Mangueira
Senior Lecturer at the Wits School of Governance
Halfdan Lynge is a Senior Lecturer at the Wits School of Governance. His research explores the effects of politics on public policy; i.e. how the cost-benefit calculations of politicians affect the lives of ordinary citizens. In addition, he has an interest in data science and its application to public policy. Halfdan holds a doctoral degree from the University of Oxford, UK and a master’s and bachelor’s degree from the University of Copenhagen, Denmark.
He is the founder and board chair of Sauti, a Mozambican market and public opinion research company, and previously worked five years with the UN in Africa and Asia. His last position was as Head of the UN Resident Coordinator’s Office in Dhaka, Bangladesh, where he supervised a team of advisors to the UN Country Team. Halfdan started his career as a governance specialist and continues to work as a governance consultant.

Rekgotsofetse Chikane
Lecturer at Wits School of Governance
Chikane is currently a Lecturer at the University of Witwatersrand and pursuing a PhD in Development, Complexity Economics and Decoloniality. He specialises in Public Policy Processes, Public Administration and Governing in a Digital Age. He was a Strategist at Vanity Consulting and responsible for the go-to-market strategy for a variety of products developed within its research and development wing, MegaTech AI.
He is a Master of Public Policy graduate from the Blavatnik School of Government at the University of Oxford (2017) and graduated from the University of Cape Town with a Bachelor in Social Science Honours specialising in Public Policy and Administration (PPA).
He is the former National President of InkuluFreeHeid (IFH), a non-partisan youth movement in South Africa that works to create innovative solutions to socio-economic problems facing the youth, deepening democracy and enhancing social cohesion. His research over the past year has involved deconstructing the basic assumptions within which we develop the field of Public Policy and Administration. By investigating the role of decolonial thought within the field, analysing the contemporary use of Postmodernism in Public Policy formulation and the role of neopatrimonialism in South Africa’s local government, He is constantly trying to gear his academic work into better understanding how to improve policy development in South Africa through deciphering the decision-making process within the field.
