SUMMARY:REGION SPECIFIC CONVERSATION: Civic Tech in North Africa - From Social Entrepreneurship to Social Innovation
DESCRIPTION:Session Details\nDate: 30 October 2024 \nTime: 14:30 – 16:30 \nFormat: Parallel Workshop \nVenue: Members Lounge\, Tshimologong Digital Innovation Precinct \nHosts: Hanns Seidel Foundation \nFacilitator: Uta Staschewski \nSpeakers\n\nYosr Jouini\, Technoloxia\nTBC\n\nSession Overview\nIn recent years\, Civic Tech has been gaining ground as an innovative force in addressing critical governance issues and enhancing citizen engagement across the globe. However\, in North Africa\, the trajectory of Civic Tech diverges significantly from the European or Western experience\, where these tools have traditionally been seen as luxury or supplementary aids to democratic engagement. In North Africa\, Civic Tech tools have emerged primarily as solutions to urgent societal needs\, filling gaps in governance where government institutions have struggled to meet public service demands. The origin of Civic Tech in this region often lies in social entrepreneurship\, where young innovators and technologists utilize digital tools to directly address pressing issues—healthcare access\, agricultural efficiency\, and gender rights to local governance shortcomings. While initially focusing on solving specific problems through entrepreneurial ventures\, these efforts have evolved into a broader social innovation ecosystem that not only bridges gaps but redefines the relationships between citizens\, the government\, and the private sector. \n\nThis discussion seeks to explore the evolution of Civic Tech in North Africa\, focusing on how these tools\, initially rooted in social entrepreneurship\, have matured into mechanisms of social innovation. It also aims to examine how Civic Tech is redefining the interplay between governments\, private sector actors\, civil society\, and citizens\, creating new spaces for dialogue\, accountability\, andcollaborative solutions. The urgency of this conversation is driven by the increasing challenges faced by governments in North Africa\, including but not limited to:● Declining public trust in government institutions.● Failing public services that do not meet the needs of citizens\, especially in marginalized areas.● Youth unemployment and a growing demand for innovation-driven economic opportunities.● A dynamic and under explored Civic Tech space where actors are creating tools to address governance failures\, even though these tools are not always recognized as Civic Tech.\nUnlike in Europe\, where Civic Tech often acts as a supplementary tool to reinforce already functional public systems\, in North Africa\, these tools are emerging out of necessity—driven by citizens and innovators to directly tackle the failings of the government at the local and national levels. Thus\, Civic Tech in North Africa is not merely a matter of luxury or experimentation; it is about solving realproblems in the daily lives of citizens and filling critical governance gaps.\n\nSession Objectives \nThis panel discussion will delve into the unique aspects of Civic Tech in North Africa\, focusing on: \n● Defining the role of Civic Tech in addressing governmental shortcomings and enhancing public services.● Exploring how Civic Tech has evolved beyond social entrepreneurship and is now a critical tool for social innovation\, shaping new forms of interaction between governments\, private sector actors\, civil society\, and citizens.● Identifying the structural and systemic barriers that hinder the scaling and broader adoption of Civic Tech tools\, particularly the lack of a critical mass of citizens actively engaging with these technologies.● Developing a roadmap for sustainable models of Civic Tech\, including how governments can support and integrate these tools into public service delivery\, while fostering collaborations with the private sector and civil society. \nThis session will serve as a first step in fostering a dialogue among Civic Tech actors in North Africa\, with the long-term goal of building a regional network of stakeholders and publishing a think piece on the status and potential of Civic Tech in the region.

This session will dive into the heartbeat of Africa’s tech landscape—its opportunities\, challenges\, and the future we can create together. We’ll explore how Africa’s context shapes the technologies it needs and what’s holding back our innovation potential. Through open dialogue\, this session aims to uncover pathways to building a tech-driven future that is tailored and powered by African ingenuity. \nSession Objectives\nThe session will focus on the key discussion points: \n\nRelevant tech for Africa: From necessity to innovation\n\nWhat types of technology have the power to transform Africa’s future?\nFrom mobile banking to agricultural drones\, how are African tech solutions rewriting the rules of development?\nSharing stories of civic tech innovation that prove Africa isn’t just a consumer but a creator of world-changing tech.\n\n\nAfrica’s evolving relationship with technology: Opportunities and challenges\n\nHow has Africa’s tech adoption transformed in recent years?\nWhat big concerns drive the conversation—data security\, inclusivity\, or digital rights? How do these shape Africa’s digital landscape?\nWhat does the future look like for technology in Africa\, where growth meets resilience?\n\n\nThe African tech skills profile: Rising stars filling the gaps\n\nWhat skills are Africa’s young civic tech enthusiasts offering\, and where are we still falling short?\n\n\nAre we building the tech Africa needs?\n\nIs Africa developing tech that answers the real needs of its people\, or are we borrowing solutions that don’t fit?\nWhich emerging industries—e.g. healthcare\, climate\, agriculture\, education—are proving to be ripe for (civic) tech disruption?\n\n\nWhat’s stopping Africa from reaching its full tech potential?\n\nWhat are the real roadblocks to developing a thriving tech ecosystem—policies that stifle\, funding gaps\, infrastructure limitations\, or barriers to access?\nHow do we create a civic tech ecosystem that supports homegrown solutions and gives innovators room to thrive?\n\n\nBuilding bridges: Creating partnerships for a tech-driven Africa\n\nHow can we bring together governments\, community-based organisations\, activists\,  entrepreneurs\, and tech communities to build strong\, sustainable partnerships that drive progress?\nIn a world of interconnected technologies\, how do we ensure Africa is not left behind but is instead at the forefront\, leading with homegrown digital innovations\, thereby setting a regionally relevant agenda?\n\n\n\nThe panel discussion will provide a nuanced perspective on Africa’s tech journey. By weaving together the continent’s challenges and triumphs\, we’ll explore how Africa can steer its tech future with purpose and collaboration. Our goal is to inspire new thinking about how partnerships can unlock the true potential of African innovation\, creating a tech ecosystem that serves the continent’s vision of progress. The conversation will set the scene for the parallel sessions that follow that will provide deep dives into the types of tech ecosystems we can build that can be creative\, ethics\, appropriate and accessible. \n
