SUMMARY:REGION SPECIFIC CONVERSATION: Civic Tech in North Africa - From Social Entrepreneurship to Social Innovation
DESCRIPTION:Session Details\nDate: 30 October 2024 \nTime: 14:30 – 16:30 \nFormat: Parallel Workshop \nVenue: Members Lounge\, Tshimologong Digital Innovation Precinct \nHosts: Hanns Seidel Foundation \nFacilitator: Uta Staschewski \nSpeakers\n\nYosr Jouini\, Technoloxia\nTBC\n\nSession Overview\nIn recent years\, Civic Tech has been gaining ground as an innovative force in addressing critical governance issues and enhancing citizen engagement across the globe. However\, in North Africa\, the trajectory of Civic Tech diverges significantly from the European or Western experience\, where these tools have traditionally been seen as luxury or supplementary aids to democratic engagement. In North Africa\, Civic Tech tools have emerged primarily as solutions to urgent societal needs\, filling gaps in governance where government institutions have struggled to meet public service demands. The origin of Civic Tech in this region often lies in social entrepreneurship\, where young innovators and technologists utilize digital tools to directly address pressing issues—healthcare access\, agricultural efficiency\, and gender rights to local governance shortcomings. While initially focusing on solving specific problems through entrepreneurial ventures\, these efforts have evolved into a broader social innovation ecosystem that not only bridges gaps but redefines the relationships between citizens\, the government\, and the private sector. \n\nThis discussion seeks to explore the evolution of Civic Tech in North Africa\, focusing on how these tools\, initially rooted in social entrepreneurship\, have matured into mechanisms of social innovation. It also aims to examine how Civic Tech is redefining the interplay between governments\, private sector actors\, civil society\, and citizens\, creating new spaces for dialogue\, accountability\, andcollaborative solutions. The urgency of this conversation is driven by the increasing challenges faced by governments in North Africa\, including but not limited to:● Declining public trust in government institutions.● Failing public services that do not meet the needs of citizens\, especially in marginalized areas.● Youth unemployment and a growing demand for innovation-driven economic opportunities.● A dynamic and under explored Civic Tech space where actors are creating tools to address governance failures\, even though these tools are not always recognized as Civic Tech.\nUnlike in Europe\, where Civic Tech often acts as a supplementary tool to reinforce already functional public systems\, in North Africa\, these tools are emerging out of necessity—driven by citizens and innovators to directly tackle the failings of the government at the local and national levels. Thus\, Civic Tech in North Africa is not merely a matter of luxury or experimentation; it is about solving realproblems in the daily lives of citizens and filling critical governance gaps.\n\nSession Objectives \nThis panel discussion will delve into the unique aspects of Civic Tech in North Africa\, focusing on: \n● Defining the role of Civic Tech in addressing governmental shortcomings and enhancing public services.● Exploring how Civic Tech has evolved beyond social entrepreneurship and is now a critical tool for social innovation\, shaping new forms of interaction between governments\, private sector actors\, civil society\, and citizens.● Identifying the structural and systemic barriers that hinder the scaling and broader adoption of Civic Tech tools\, particularly the lack of a critical mass of citizens actively engaging with these technologies.● Developing a roadmap for sustainable models of Civic Tech\, including how governments can support and integrate these tools into public service delivery\, while fostering collaborations with the private sector and civil society. \nThis session will serve as a first step in fostering a dialogue among Civic Tech actors in North Africa\, with the long-term goal of building a regional network of stakeholders and publishing a think piece on the status and potential of Civic Tech in the region.

SUMMARY:Plenary Roundtable: Civic Tech Futures: Exploring Pathways to Sustainable Financing
DESCRIPTION:Venue: iClub \nSession Format: Roundtable Discussion \nFacilitators: Roselyn Odoyo\, Mozilla Foundation  \nPanel Speakers: \n\nYvonne Eweka\, Co-Creation Hub (CcHUB)\nPrudence Ngwenya\, African Union Commission (AUC)\nFred Kusambiza\, Planact\nAntoinette Engel\, Electric South\n\n  \nSession Overview: \nCivic tech and media innovation in Africa is undoubtedly invaluable\, particularly because of what these innovations have done and continue to do for citizens. Equally\, philanthropic organisations play an important role in funding the continuation of this work. The relationship between innovators who need funding (fundees) and philanthropic organisations who are in the business of funding innovators in the civic tech and media space (funders) is constantly evolving and adapting to new opportunities\, risks and challenges in the space.  The fundees pool is saturated with similar initiatives vying for the same funders. This presents a challenge for initiatives wanting to do sustainable work particularly because of the lack of guarantees about future funding. Future funding mostly depends on funders staying the course\, funders believing and seeing value in the work being done\, and consistency in their strategic direction. When these factors change\, fundees find themselves in difficult positions.  \nThe overreliance on these limited groups of funders has led to some important discussions about the viability of these lop-sided funder-fundee relationships. African civic tech organisations have begun talking about alternative ways to sustain and scale the work they do. Reports like the ‘Growing and Sustaining African Civic Tech’ have provided some new ways of thinking about funding in the civic tech and media innovation landscape. This discussion will provide another opportunity to dig deep and explore alternative pathways to sustainable financing.

SUMMARY:Parallel Activation 3: New Pathways of Innovation: An experiment in Design Speculation
DESCRIPTION:Venue: Huawei Room \nSession Format: Activation \nHost: University of Johannesburg (UJ) and Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) South Africa \nSpeakers: \n\nHadassah Myers\, UJ\nMotala Sabeehah\, GIZ South Africa\n\nSession Overview \nThis session presents early findings emerging out of a partnership between the University of Johannesburg’s Department of Multimedia and the Transparency\, Integrity and Accountability Programme (TIP) at GIZ-South Africa. Hadassah Myers (UJ) and Sabeehah Motala (GIZ TIP) will describe a creative project that developed from conversations about the role of technology in anti-corruption initiatives within a South African context. Innovation in this space is still fresh and often driven by the limited experiences from other (usually Global North) countries. A design project was re-imagined based on the premise that new channels need to form to wash away old failed ways of thinking about the future. Over the last semester\, the 2023 cohort of final-year Digital Media Design students have been participating in this new project that aims to evoke discussion about technology and the future of transparency\, integrity\, and transformation. The framework for the project was created using a combination of Speculative Futures and Futures Literacy Design Approaches. Students have been encouraged to look beyond “used” futures and think about corruption from an imaginative and decolonised perspective. \nThe session hopes to: \n\nStart a conversation about the benefits of collaboration and creativity in presenting new ways of thinking about corruption\, technology\, agency\, and the future.  \nShare insights gained in the development and progression of the project.\n Showcase examples that illustrate the potential of this approach

SUMMARY:Parallel Activation 4: ELECTIONS: Empowering Communities for Continuous Civic Engagement: Beyond the Ballot Box (OCL)
DESCRIPTION:Venue: Courtyard Boardroom \nSession Format: Activation \nHost: Open Cities Lab (OCL) \nSpeaker: Ella Alcock \n  \nSession Overview \nWhile voting at election time is important\, it’s equally vital to sustain civic participation beyond elections to drive lasting positive change\, so how do we empower individuals to actively engage with their elected representatives\, beyond the ballot box? \nIn this activation session\, we will briefly introduce MyCandidate\, a platform used during elections to provide users with comprehensive information about candidates. Building upon this\, we will explore the vision of MyCouncillor as a tool for continuous civic engagement. Through engaging discussions and activities\, we will address key questions such as how to monitor councillor achievements\, the best methods for engagement with leadership and participation in the public process\, desired features of the platform\, and effective strategies for transitioning from MyCandidate to MyCouncillor. This transition bridges the gap between election cycles\, offering a continuous avenue for citizens to hold representatives accountable\, advocate for their needs\, and contribute to their community’s development. \nJoin our collaborative space to shape the future of community-driven governance. \n Session Objectives  \nThe goal of this session is to explore how technology can be used to empower communities in their engagement with elected representatives beyond election periods. We aim to spark discussions and ideation around the concept of MyCouncillor\, an app/site that enables citizens to communicate with and hold their elected representatives accountable. By collectively brainstorming and exchanging ideas\, we seek to uncover strategies for effective transition from MyCandidate to MyCouncillor\, ensuring citizens have a voice and a means to influence local governance. \nThe goal of this session is to explore how technology can be used to empower communities in their engagement with elected representatives beyond election periods.
